An Audience with… Chairs of Scrutiny
Members of the Overview and Scrutiny Management Board (OSMB) will once again be joining us and are keen for suggestions from the voluntary and community sector to inform scrutiny’s work programme for the year ahead (from May 2019 – April 2020).

Scrutiny (sometimes called overview and scrutiny) is a process whereby councillors who are not the council’s executive can play an influential role in the shaping of policy and decisions that will have a real benefit on behalf of the community they represent.
The process involves scrutiny committees monitoring performance, reviewing and evaluating services, questioning decision and plans made by the council’s executive, listening to the concerns of local people, and where appropriate making recommendations for action and change.
Each year the scrutiny work programme is developed and agreed using a prioritisation process to make sure the focus is on the right issues. When putting forward suggested, OSMB has a small number of criteria we look at when it considers items for inclusion on the work programme:
- it must directly affect a group of people living or working within the Borough.
- it must relate to a service, event or issue in which the Council has a significant stake or over which the Council has an influence.
- it must have a clearly defined outcome.
Unfortunately, OSMB cannot accept topic suggestions that relate to the following matters:
- Any issue that relates to an individual service complaint or a specific individual.
- Any issue that is incompatible with the Council’s equality policy.
- An issue before the courts.
This is the voluntary and community sectors opportunity to meet the Chairs of Scrutiny and input into the work programme for 2019 – 2020.
