Job Description

1. Manage the Building Regulations and Complex Buildings (BRCB) Team to respond and react as required, to fire safety issues. To provide management, support and leadership to enhance the decision making capabilities of South Yorkshire Fire and Rescue.

2. Plan, direct and monitor the activities of the BRCB team to ensure the effective delivery of the Risk Based Inspection Program.

3. Deputise for the Business Fire Safety Manager in their absence and to provide management support within other District areas as required.

4. Implement objectives, recommendations and actions, as required, to ensure departmental targets are met, in accordance with SYFR organisational priorities.

5. Ensure that BFS responds to statutory and non-statutory consultations received from partner agencies and that consultation time thresholds set by statute or agreed locally are maintained.

6. Measure and report the performance delivered by the BRCB team and quality assure all levels of work, using the relevant personal effectiveness policies and performance management reports.

7. Be responsible for and ensure the effective and appropriate enforcement of fire safety legislation and discharge of other statutory duties which the Fire Authority delegates to the Chief Fire Officer in relation to fire engineered and complex premises, in collaboration with other District Managers.

8. Research and develop new policies, procedures and guidance to implement changes in legislation or national guidance. To review and update existing Business Fire Safety Policies, Procedures and Guidance to ensure effective regulation and management of Community Fire Risk.

9. Keep fully appraised of technical fire engineering developments and be committed to continuous learning and improvement. Provide evidence of development, when required, focusing on achieving outputs, defined through professional or other competence standards. Formulate and implement a development plan towards Chartered Engineer status with the UK Engineering Council

10. Manage and facilitate project and working groups to evaluate new and emerging risks and recommend any necessary additional controls or policies and procedures in relation to engineered and complex premises in collaboration with other District Managers.

11. Participate in the development of fire engineering and the built environment representing SYFR fire engineering group on internal working groups, external technical committees and working groups, research institutions and fire engineering consultancies, whilst promoting the authorities objectives.

12. Prepare and deliver technical presentations and CPD at a level appropriate to a Fire Engineer to a wide audience, both internally and externally, on a range of fire engineering issues at meetings, conferences, workshops and research events.

13. Manage and support prosecution investigations, overseeing the preparation of case files and the carrying out of PACE interview, cautioning of witnesses, taking and preparing statements, the collection of evidence and giving evidence at a tribunal / court as a representative of the Fire Authority. Where required to provide expert witness testimony to support prosecutions taken by other partner agencies

14. Understand and implement the principles of Better Regulation for All within the Primary Authority Partnerships and ensure that enforcement action and communication between SYFR other Fire and Rescue Services and stakeholder enforcing agencies is in accordance with PAP policies and procedures.

15. Arrange and maintain effective liaison with other Local Enforcing Authorities in respect of Fire Safety. To be responsible for ensuring the effective co-ordination of Enforcement action with partner agencies to prohibit or restrict the use of buildings when necessary to safeguard relevant persons.

16. Be responsible for the accurate and appropriate processing of data, ensuring compliance with organisational policies and procedures (i.e. GDPR).

17. Monitor Officers’ compliance with the Code of Conduct for Officers of the Authority and such other professional requirements as to standards of conduct.

18. Represent SYFR at National and Regional level meetings, reporting on any actions or learning to be taken from the meeting, as well as escalating points to be discussed at such forums.

19. Produce and present papers or presentations in order to communicate, educate and share best practice with peers, as requested.

20. Develop, mentor and support Business Fire Safety personnel in accordance with the principles of the Personal Review process and the requirements of the NFCC Competency Framework.

21. Assist in the development of Emergency Response personnel by delivering training to develop their understanding of business fire safety and the built environment.

22. Support Operational Managers and Fire Investigators with training, incident debriefs and incident pre-planning through CFD modelling.

23. Assist in the promotion of sprinklers as an appropriate solution as part of the Service’s Sprinkler Position Statement and CRMP.

24. Ensure that all tasks associated with this post are carried out to clearly reflect the ‘Code of Ethics; as outlined in the Competency Framework for Business Fire Safety Regulator’ document.

25. Comply at all times with the employee code of conduct, service behaviours and code of ethics for fire and rescue staff.

26. Fully participate in the service’s personal review process appropriate to the requirements of the role.
27. Successfully complete any training and development opportunities required for the role.

28. Practice and promote the service’s equality & diversity and health, safety & wellbeing policies.

29. Ensure risk is managed effectively within the section in accordance with the service’s strategies and plans. This will also include the duty to comply with SYFR safeguarding procedures where there are concerns about the abuse and/or neglect of a child or an adult at risk.

30. Be responsible for the accurate and appropriate security and processing of data, ensuring compliance with organisational policies and procedures (i.e. data protection)
