Job Description

Job Purpose:

A. To provide strategic co-ordination to support the Cohesion Recovery Plan in its mission

B. To manage the successful implementation of the Cohesion Recovery Fund programme for Rotherham

C. To develop, support and monitor those projects in line with planned outcomes including financial and human resources, and implement recovery plans for any variance from planned project delivery

D. The consultation, planning and development of resettlement support

E. Partnership work across the sector to bring agencies together to deliver a co-ordinated approach that can create an environment for systemic change

F. Myth busting – the development and communication of resources that are helpful to professionals engaged in conversation with vulnerable people

G. The co-ordination and development of the Multi-Agency Drop In

H. The co-ordination and development of Survive and Thrive, a Migrant Support Programme currently delivering weekly ESOL, digital and cultural awareness sessions

I. The co-ordination of a Cohesion Forum. This activity will target specific under-represented groups to enable progression into formal groups such as the Community Reference Group

J. To facilitate the understanding, development and sharing of best practice on the topic of cohesion and develop appropriate structures for the evaluation and cascading of learning to effect change

K. To build and maintain strong links between partners, stakeholders, the community and the wider VCS, to represent the voice and diverse perspectives of communities in Rotherham and enable partnership working in line with strategic aims

L. To monitor cohesion activity against agreed performance measurement frameworks and report outputs, outcomes and impact to stakeholders

M. To support the wider VCS in developing and implementing strategies to continue VCS delivery on the topic of cohesion, adjusting to the changing environment and needs of the community

Main Duties and Responsibilities

1. To provide overall management of the day-to-day Cohesion Recovery Fund activities with name responsibilities for information governance and data protection, project development and grant making

2. Manage grant and service level agreements, preparing and submitting funding applications where appropriate

3. Evaluate and communicate the impact and work of the Cohesion Recovery Funding to strategic partners and wider stakeholders to raise awareness and understanding of its work, including how it maximises resources for the borough and outcomes for diverse communities

Work with Stakeholders

4. Prepare reports, including financial information, on Cohesion Funding activities

5. Monitor and evaluate the impact of the work of the Cohesion Fund against agreed performance measurement frameworks and report on outputs and outcomes

6. Support the ongoing strategic development and sustainability of Cohesion work by evaluating learning, identifying strengths and weaknesses, recommending improvements, developing practice models and securing funds to carry out its mission

7. Attend multi-agency strategic groups and contribute to the development of relevant joint strategies and policies in line with Cohesion work and strategic aims

8. Maintain robust governance arrangements and policies, including safeguarding and quality assurance to ensure that VAR remains up to date and compliant with changes in UK law and legislation

Work with VCS Organisations

9. Promote and facilitate co-operation between VCS organisations, via the emerging collective and its members

10. Increase knowledge, understanding, good practice and capacity amongst members

11. Amplify the voice and influence of members and their service users in all relevant forums to improve outcomes for diverse communities

12. Develop collaborative working practices within the VCS and with partners, particularly with regard to improving the effectiveness, efficiency and equity of service delivery

13. Meet with key stakeholders and funders to look at emerging issues to inform commissioning activity, developing and contract managing appropriate projects, and working with strategic partners to influence policy and practice as a result

14. Ensure that the VCS is linked into relevant strategic boards, partnerships and groups by providing strategic representation and ensure that relevant information is cascaded to members

15. Work in partnership with strategic partners, commissioning bodies and funders to look at current and future funding opportunities and the dissemination of information to enable collaboration on contracts where partnership working is key to their success
